Codenamed "Operation National Divorce," the strategy leverages existing social, racial, and political fissures to encourage secessionist movements across North America.
The report identifies the Second Service of the Federal Security Service (FSB) and the Main Directorate of the General Staff (GRU) as the primary architects of this campaign.
Unlike traditional espionage, this "hybrid warfare" model does not rely on military force but on "information-psychological operations" designed to convince Americans that their Union is no longer viable.
The CDR investigation, based on intercepted communications and intelligence gathering, outlines a multifaceted campaign designed to render the United States "incapable of projecting power globally" by forcing it to focus on internal survival.
The report further identifies that Russian operatives have funneled resources to radical wings of separatist movements in Texas (TEXIT), California (Calexit), and Alaska.
The goal is to move these movements from the political fringe into mainstream legislative debate.
Beyond the mainland, Russia is reportedly intensifying its influence in Hawaii and Puerto Rico, aiming to create a "chain of crises" that would disrupt U.S. naval dominance and administrative control in the Pacific and Caribbean.
"Operation National Divorce" leverages AI-driven bot networks to amplify the rhetoric of "irreconcilable differences" between red and blue states.
The campaign uses the term "National Divorce"—a phrase already surfacing in American political discourse—to normalize the idea of a peaceful split that, in reality, would likely lead to economic collapse and civil strife.
According to the findings, Russia utilizes a network of "proxies" to maintain plausible deniability. These include: The Anti-Globalization Movement of Russia (AGMR), The Russian Imperial Movement (RIM) and the The African People’s Socialist Party (APSP).
Led by Aleksandr Ionov, The Anti-Globolization Movement of Russia is a state-funded entity that has been a hub for hosting conferences for U.S. separatist groups. Ionov was recently indicted by the U.S. Department of Justice for conspiring to have U.S. citizens act as illegal agents of the Russian government.
The Russian Imperial Movement (RIM) has also been identified as a designated terrorist organization that provides paramilitary training and promotes "white supremacist" accelerationism to provoke civil unrest.
Also actively involved is the African People's Socialist Party (APSP) whose members, also part of the so-called "Uhuru" movement were recently convicted in a Florida federal court for conspiring to act as unregistered agents of the Russian government, specifically for promoting pro-Russian propaganda under the guise of domestic activism.
A critical component of the operation is the weaponization of international law. The report notes that Russia intends to use the UN Special Committee on Decolonization to provide international "legitimacy" to U.S. separatist causes. By framing U.S. states and territories as "colonies," the Kremlin seeks to provide a pseudo-legal framework for secession, drawing parallels to their own justifications for the annexation of regions in Ukraine.
Analysts at the Center for Defense Reforms warn that the ultimate goal of "National Divorce" is to eliminate the United States as a global superpower by turning its focus entirely inward.
"By fueling the 'National Divorce' rhetoric, Moscow isn't just watching our house burn," one analyst noted. "They are the ones holding the matches."
As the 2024-2025 political cycle intensifies, federal authorities are reportedly increasing surveillance on foreign-funded domestic groups that promote the dissolution of the United States, viewing them no longer as fringe political actors, but as tools of a hostile foreign power.
