Energy Cabinet Secretary Opiyo Wandayi says the government halted the delivery of a second fuel cargo after “full information” emerged regarding a fuel shipment that is now under investigation.

In a statement on Sunday, dated April 5, 2026, Wandayi said the government has taken note of recent developments in the petroleum sector, including the resignation of senior officials in the ministry and its agencies, but insisted the situation is under control.

“When full information about the fuel shipment that is the subject of investigations emerged, we stopped the delivery of a second cargo under similar circumstances, thus protecting and securing public interest,” Wandayi said.

The Cabinet Secretary said the government has sufficient petroleum stocks to meet current demand and reiterated its commitment to an uninterrupted supply of quality fuel for Kenya and the region.

He added that the government-to-government (G-to-G) fuel procurement framework remains “stable and resilient”, and said the ministry has launched a comprehensive internal review of petroleum products management systems and processes to reinforce transparency, safeguard quality and protect supply chain integrity.

Wandayi appealed for patience as investigations continue, while warning against what he termed a campaign of disinformation by some political leaders.

He also said the government will not tolerate cartels, profiteers or extortionists seeking to exploit uncertainty arising from the Middle East conflict.

In the statement, Wandayi cited invoice comparisons for March cargoes, saying invoices by One Petroleum for PMS (petrol) ex MT Paloma show a landed in-tank Mombasa price of Ksh198,855 per metric ton, while invoices issued by Gulf Energy for the G-to-G PMS ex MT FOS Mercury show a landed in-tank Mombasa price of Ksh140,111 per metric ton.

He said the difference of Ksh58,744 per metric ton translates to Ksh43.4 per litre, with the G-to-G cargo being cheaper by that amount.

Wandayi also stated that Stabex International is not among the oil marketing companies nominated by the International Oil Companies under the G-to-G arrangement, and said the ministry would provide further updates.
