Rights defender Irungu Houghton suspends role in Ruto’s protest victims panel

Houghton, who was appointed to the panel last month in his personal capacity, confirmed the decision in a statement released on Thursday.

Amnesty International Kenya Executive Director, Irungu Houghton, has suspended his participation in President William Ruto’s Panel of Experts on Compensation of Victims of Protests and Demonstrations, following a High Court order halting the panel’s operations.

Houghton, who was appointed to the panel in his personal capacity last month, confirmed the decision in a statement issued Thursday.

“For the avoidance of any public doubt, I immediately suspended my participation in the Panel of Experts on Compensation of Victims of Protests and Demonstrations in accordance with Monday’s order by the High Court and my respect for the rule of law, constitution and judicial oversight,” Houghton stated.

He clarified that, aside from the official swearing-in ceremony, he had not attended any meetings or performed any duties for the panel.

“I shall not do so until the High Court gives a way forward,” he added.

The development comes after Amnesty International Kenya Board Chairperson Dr. Stellah Bosire confirmed that Houghton welcomed his appointment on August 22, 2025.

She emphasised that his new role would not diminish his commitment to Amnesty's larger mission.

“His appointment will not limit his responsibility to lead Amnesty’s advocacy, litigation, and pursuit of command responsibility for the abuses that have occurred. He will remain bound by the paramount interests of the victims’ families and their demand for judicial redress,” said Bosire.

While stepping back from the panel, Houghton underscored that his advocacy for justice remains unchanged. “I continue to advocate for judicial prosecution of all parties complicit in unlawful killings, reparations for victims and non-recurrence of brutal protest policing,” he affirmed.
