The Gambling Control Bill will regulate betting, casinos, and other forms of gambling, as well as the authorization of prize competitions, public lotteries, and media promotions.
The Bill will establish a legal framework for regulating gambling in Kenya, with specific emphasis on incorporating safe gambling principles within the sector.
The Bill has also established the Gambling Regulatory Authority of Kenya, which shall bear the responsibility of licensing and regulating the gambling sector.
Under the Bill, betting, casinos and other forms of gambling have been recognized as a shared function between the National Government and county governments, hence proposing concurrent regulatory functions for the two levels of government.
On the other hand, the Kenya Roads Bill seeks to align the term of office of Directors-General of various roads authorities with the Mwongozo Code of Governance for State Corporations.
The Code of Governance provides that CEOs or equivalent positions of state corporations shall serve for a term of three (3) years, renewable once.
The term review shall now be applied in the leadership roles for the Kenya Rural Roads Authority (KERRA), the Kenya Urban Roads Authority (KURA), the Kenya National Highway Authority (KENHA), and the Director-General of the Kenya Roads Board.
"The term of office is intended to enhance performance and promote good governance in the management of the road authorities which is the practice for all state corporations," the Bill noted in part.
