Only 3,000 out of 32,000 schools have received capitation funds - PS Bitok

Basic Education Principal Secretary Julius Bitok on Friday announced that 32,000 schools—representing 98 percent of public institutions—have so far submitted their records. Of these, 3,000 schools have already received their Third Term capitation after their data was verified.
“So far, 3,000 schools have been able to receive capitation after being verified to have the correct data on the correct number of students,” said Bitok while overseeing the verification exercise at Machakos Teachers Training College.
The Ministry expects the number of compliant schools to rise in the coming days as education officers work through the weekend to confirm submissions. Bitok assured institutions that once their data is validated, funds will be disbursed no later than next Friday.
“We are anticipating that by the end of next week, all of our 32,000 schools will have received their money,” he said.
To ensure accountability, schools were directed to provide learners’ Unique Personal Identifier (UPI) from birth certificates, their registration numbers, and certified bank account details through sub-county education offices. The PS noted that secondary schools are leading in compliance, followed by junior schools, while primary schools are lagging due to internet and technology challenges.
As an example, Bitok cited Masii Boys High School in Machakos County, which was among the first to complete its submission and has already received full funding.
The Ministry has extended the submission deadline to Friday, September 12, 2025, to allow institutions yet to comply to finalise their data. The PS cautioned principals and county supervisors who fail to meet requirements or submit data in the wrong format that they risk disciplinary action.
