Speaking during a church service in Nyeri County, Gachagua said that Kenya has suffered under the reign of ruling administrations that succeeded the late President Mwai Kibaki.
He said that he will seek to restore the nation's economic stability and improve the ailing education and health sectors.
"If Kenyans elect me as president, I don't want to promise lies. I only want to restore the Kenyan state to where Mwai Kibaki left us," he said.
"I don't want to promise you lies that I will build roads, dams, connect electricity. The country is broke; we have a debt of Ksh.12 trillion. Telling you I will do all that is a lie."
The Democracy for the Citizens Party (DCP) leader added that he also plans to scrap some of the regulations introduced by the President William Ruto-led administration.
"I will make sure I restore our health system that when you go to hospital there are drugs. That NHIF so that you are treated when you have a card. Restore education to have free education and the university financing model," he added.
"We will restore the dignity of the payslip by scrapping the Housing Levy on the first day and handing all those houses to county governments and collect rent to pay back all those whose money was deducted."
Gachagua further rebutted President Ruto's remarks, questioning his educational qualifications, accusing him of being incompetent despite having higher learning qualifications.
“While the President claims to be highly learned, he has nothing tangible to show for it three years after being sworn in,” he remarked.
The DCP boss is part of the United Opposition, which plans to announce its flagbearer who will face President Ruto in the 2027 polls.
Gachagua asserted that the opposition faction has agreed to support the candidate who will be chosen, reiterating that their unity is the only remedy to oust President Ruto in the next polls.
"How I wish they choose me, I will ensure Kasongo (President Ruto) is a one-term president and goes home very early in the morning on the election day," Gachagua noted.
"If it’s Kalonzo Musyoka, Martha Karua, Dr. Fred Matiangi, or Eugene Wamalwa, we shall all rally behind him or her to make sure Ruto goes home."
