MP Nyoro slams gov't over budget priorities, demands immediate release of capitation funds

Kiharu Member of Parliament Ndindi Nyoro has hit out at the government over what he termed as misplaced spending priorities, accusing it of neglecting the education sector in favour of political convenience and unnecessary allocations.

Speaking at a prize-giving ceremony at Kiaguthu Boys High School in Murang'a County, Nyoro chastised the Treasury and the executive for the ongoing delays in disbursing capitation funds to schools, warning that the situation is pushing institutions — and their leaders — to the brink.

“The government is trying to come and absolve themselves that they support free education,” he said. “What we are telling you is — don’t tell us, just send the money.”

The outspoken legislator argued that education is a fundamental right and expressed concern that budget allocations are not reflecting this reality. 

He claimed that while schools are struggling with inflation and operational costs, the government continues to spend large sums of money every weekend on what he refers to as "political management."

“Remove the allocations from those many areas — like these renovations, like the confidential fund. Remove the money for political management that we are seeing people spend every weekend — direct that money to capitation,” he stated.

Nyoro accused the government of undermining public confidence in free education by giving contradictory statements and playing political games with the future of learners.

“It is appalling to see people in the same government giving different statements on the same topic,” he said. “Even if it’s a lie, you should have come together to at least harmonize the lie.”

He further urged the government to clear all arrears owed to schools immediately, noting that delayed capitation funds have left school heads in an impossible position. The MP warned that if the situation persists, the consequences for students could be dire.

“The government cannot shift the blame to any other institution — it is the one that makes policy and budgets. The buck stops with the executive,” he added.
