Isiolo Governor Guyo denies abduction involvement, wants CCTV evidence produced

Isiolo Governor Abdi Guyo has denied being at the scene of the crime where the Office of the Director of Public Prosecutions (ODPP) says former
Isiolo County officer for Health, Abdirahman Mohamed, was abducted.
The DPP, while directing the DCI to arrest the Isiolo Governor, says CCTV evidence placed Guyo at the scene in Outbark Hotel in Maanzoni, Machakos County, where he allegedly instructed his men to abduct
Abdirahman at the height of his impeachment in June.
Hours after the ODPP issued a directive for the DCI to
arrest Governor Guyo, the DCI is yet to effect it and the Governor is still
walking free.
For the better part of Saturday, Guyo spent his day at his
office in Nairobi and dismissed the ODPP letter that placed him at the scene of
crime.
The Isiolo Governor, who is fighting a storm in his county
following a failed impeachment bid, said he is yet to record a statement on the
matter.
Citizen TV is in possession of a letter from Lawrence
Mulatya, who is the Officer Crime Kyumbi DCI in Machakos, summoning the Isiolo
Governor to record a statement on August 24th.
Governor Guyo did not honour the summons. Instead, he quickly rushed to the Kiambu High Court seeking anticipatory bail and
told the court that the respondents had abused their constitutional offices by
failing to undertake impartial, independent investigations and instead had resorted
to harassing the petitioners.
The Kiambu High Court granted Governor Guyo orders barring
anybody from arresting, harassing, charging, or otherwise interfering with the
case pending the hearing and determination of his application on matters to do
with the alleged offence of robbery with violence contrary to Section 296(2) of
the Penal Code and the offence of kidnapping contrary to Section 259 of the
Penal Code.
“As we stand now, we have orders from the Kiambu Law Courts
protecting us from arrest until that case is heard and determined,” he said.
Governor Guyo says that on the day the MCAs met at Maanzoni,
he was away.
“That day when MCAs met, I was not in Machakos. I was in
Nakuru, then I drove home to Nairobi straight. I wonder how I was in Machakos,”
said Guyo.
“I had no reason to be at Outbark where MCAs were. I want
the ODPP to produce the CCTV that placed me at the scene of the crime...even the Expressway has CCTV cameras.”
The ODPP, however, affirms that CCTV footage from the
Outbark Hotel in Maanzoni placed Guyo at the crime scene.
A DCI official said they are yet to receive the ODPP’s
directive and cannot act without proper instructions. It raises questions,
given that the file had to have come from DCI, which is the investigating
agency.
The Office of the ODPP says the Isiolo Governor, alongside
five others, will face charges of robbery with violence and abduction.
