Gov't suspends controversial motorcycle regulation Bill after riders’ outcry

Prof. Kindiki said the riders enjoy every right like other Kenyans in the transport industry to do business and eke a living revealing that the government will work with them to streamline the sector.

Speaking on Tuesday during an engagement with boda boda representatives and members of Al-Azizia Football Club in Irunduni, Tharaka Nithi County, Prof. Kindiki emphasized that the riders, like all other players in the transport sector, have a legitimate right to earn a living.
“We must respect the boda boda riders because they have the right to make a living like all those in the transport industry,” said the DP, adding that only a small fraction of operators engage in criminal activities that tarnish the reputation of the wider sector.
He warned that careless riding and traffic violations not only endanger the lives of operators but also jeopardize the safety of other road users.
Prof. Kindiki also assured operators that President William Ruto had suspended the contentious Public Transport Motorcycle Regulation Bill, 2025, which had drawn criticism for attempting to regulate the industry without riders’ input.
“The President has suspended it and it will not proceed until we have had adequate consultations,” he revealed.
Beyond transport issues, the Deputy President reiterated the government’s commitment to supporting youth initiatives across the country. He highlighted ongoing empowerment programs such as Kazi Kwa Ground—focused on affordable housing and market construction; Kazi Mtandaoni, which taps into digital opportunities through ICT hubs; and Kazi Majuu, expanded through bilateral labour agreements with foreign nations.
On education and talent development, Prof. Kindiki noted that curriculum reforms are underway to better harness skills from an early age. He further announced plans to establish a sports academy in every constituency and to eliminate cartels that exploit young people in the music and creative industries.
“We strongly believe in the ability, vision and talent of our youth. We have a duty to take care of our country so we can bequeath them a prosperous nation where they can thrive and raise their families,” he said.
The DP also cautioned young people against being manipulated by politicians he described as “retrogressive leaders” bent on violence and destruction.
“Avoid being exploited by leaders who have nothing to offer but chaos,” he warned.
