Bungoma: EACC warns TVET Principal against interfering with corruption probe

The Ethics and
Anti-Corruption Commission (EACC) has cautioned Kisiwa Technical Training
Institute Principal Emmanuel Biketi Wamalwa against obstructing its ongoing
corruption investigations at the institution.
In a letter by the Western Regional Manager signed on behalf of CEO Abdi Mohamud dated September 25, 2025, the Commission said it is investigating allegations of corruption, abuse of office, and theft of public funds at the institute located in Bungoma, with Mr Wamalwa listed as a person of interest.
According to EACC,
Wamalwa has been attempting to obstruct its probe through coercion, threats,
and intimidation directed at the institute staff who are perceived to be
cooperating with the Commission.
“It has come to
the attention of the Commission that you are engaging in conduct intended to
obstruct and/or interfere with the ongoing investigations. This includes
coercion, threats, and intimidation of members of staff at the Institute who
you perceive to have been engaged by the Commission or who are otherwise in
possession of information relevant to the ongoing investigations,” read the
letter.
The Commission
warned that such conduct amounts to obstruction of the Commission in the performance of its functions, contrary to the law, exposing the Principal
to criminal and administrative sanctions.
Mr Wamalwa was
further directed to immediately cease “coercing, threatening, unduly
influencing, discriminating against, or otherwise subjecting any staff member
or any other person to adverse treatment” on account of the investigations.
The Commission said it would continue with its investigations and warned that it would not hesitate to enforce the law should there be further interference.
Wamalwa was summoned by EACC last month following outcry by the local community in Bungoma, citing massive financial irregularities linked to his administration.
The activist also alleged that after his EACC interrogation,
Wamalwa resumed office and allegedly began intimidating junior staff.
