Ukraine says Russian attacks have wiped out 11.5GW of power capacity

Ukraine says it has lost 11.5 gigawatts of energy capacity and suffered nearly $24.8 billion in damages to its energy sector due to continued attacks by Russia during the ongoing war.
According to
Ukrainian officials, the country is resisting what it describes as an
unprovoked large-scale aggression by the Russian Federation, which it says has
violated international and bilateral agreements and undermined global
confidence in international law and the international security system.
Authorities say
Russia has been carrying out what Ukraine terms “energy terror,” primarily
targeting civilian infrastructure. The attacks have focused on key components
of the country’s energy system, including electricity generation facilities,
gas production sites and energy transport infrastructure.
The Ukrainian
government says these sustained strikes have significantly weakened the
country’s energy capacity, with losses now estimated at 11.5GW.
Ukraine also
accuses Russia of repeatedly targeting its oil pipeline network. Since the
start of the full-scale invasion, Ukrainian officials say oil infrastructure
has been attacked more than 400 times.
One of the latest
incidents occurred on January 27, 2026, when a Russian strike caused
significant damage to the Druzhba oil pipeline near the city of Brody.
According to
Ukraine, the attack severely damaged technological and auxiliary equipment
along the pipeline.
Officials say the
continued shelling has made it difficult for Ukrainian energy companies to
maintain uninterrupted and stable operation of the national energy system.
In light of the
persistent attacks, Ukraine says it has little option but to strengthen its
participation in the European Union’s energy cooperation framework, which
relies on diversified supply sources, including some African countries.
Ukraine has also
reiterated that it is seeking the earliest possible end to the war and the
establishment of what it calls a just peace, backed by effective security
guarantees.
