Devolved governments have been issued a firm ultimatum by the Senate Committee on Finance to settle legitimate pending bills amounting to over KES 140 billion owed to small and medium enterprises.
During a session with the Council of Governors, committee members warned that persistent non-payment of verified invoices has stifled grassroots commercial activity and led to widespread business closures.
A joint verification mechanism comprising the Auditor General and Controller of Budget has been dispatched to review pending commitments in high-debt counties.
