In a post on social media, DCI confirmed the arrest of Muhidin Ahmed Abukar, saying the minor is in custody.
Abukar's arrest follows the apprehension of his accomplice Ibrahim Haidar Yusuf earlier in the day.
"The two have been processed pending further police action," the DCI stated.
The viral video showed the duo spreading the flag on the ground, kicking it into air while laughing. In another video, another suspect was seen snatching a Kenyan flag from a football supporter and throwing it to the ground.
The video sparked outrage and condemnation from the Kenyan and Somali governments, who called for swift action to be taken against the suspects.
The act violates Section 2B of the National Flag, Emblem and Names Act (Cap 99), which deems a person guilty of an offence for showing disrespect, in speech, manner or writing to the National Anthem, a specified emblem or name.
The arrest came barely 24 hours after Interior CS Kipchumba Murkomen ordered the police to bring the suspects to book.
“Hatutakubali mtu yeyote, iwe Mkenya ama mgeni, kucheza na uhuru wetu and our symbols of national unity, including our national flag. So, bwana IG, take the necessary legal action. Let the law take its course. “As a Ministry of Interior, we must show the world that we take our national flag seriously,” he said.
