ODM urges Ruto to expedite 10-point agenda implementation in honour of Raila

The Orange Democratic Movement (ODM) has called on President
William Ruto’s administration to fast-track the implementation of the 10-point
political agenda signed between the two leaders in March, saying it would be
the best way to honour the late party leader Raila Odinga’s legacy.
Speaking on Citizen TV's Monday Report program, ODM Deputy Party
Leader Godfrey Osotsi said the late Odinga was deeply committed to the agenda
and had repeatedly emphasized its importance in addressing some of Kenya’s most
pressing governance and human rights issues.
“Our wish as a party — and Raila kept talking about it
before his death — is that those ideas in the 10-point agenda he signed be
implemented,” Osotsi said.
“For instance, stopping abductions was very important to
him, and so was the compensation of families whose members died or were injured
in anti-government protests.”
He added that while the party appreciated the government’s
gesture of according Odinga a state funeral, the truest tribute would be to
fulfill his unfinished mission.
“We appreciate the state funeral you gave Baba, but we will
be happier if you implement the last thing he left Kenyans,” Osotsi said.
Osotsi said that during ODM’s last Central Management
Committee meeting, the issue came up in discussions with their United
Democratic Alliance (UDA) counterparts.
“We engaged our UDA colleagues, and they agreed that it
would be implemented by March 2026,” he said.
The 10-point agenda, signed by President Ruto and Odinga
earlier this year, centers on the full implementation of the National Dialogue
Committee (NADCO) report.
The agreement seeks to entrench inclusivity, strengthen
devolution, enhance accountability, and protect fundamental freedoms, principles long championed by the late opposition leader, who was buried on
Sunday after passing on last Wednesday.
Among the key issues addressed in the pact are equitable
resource allocation to counties, the fight against corruption, the protection
of the right to protest, and reforms in public finance management to ensure
transparency and reduce Kenya’s mounting public debt burden.
The pact also emphasizes adherence to constitutional values
such as integrity and ethical leadership under Chapter Six of the Constitution,
and inclusivity as guaranteed by Article 27.
It further commits to safeguarding the right to assemble and
petition under Article 37, a right often violated during demonstrations led by
Odinga’s movement.
According to Osotsi, fully implementing these commitments
would not only advance the reform ideals Odinga fought for but also cement his
legacy as a statesman who devoted his life to justice, democracy, and equality.
“Raila would be happier in heaven if the Kenyan government
implemented the 10-point agenda,” Osotsi said.
“That would be the true continuation of his dream for a
fair, united, and accountable Kenya.”
