NPS commends Diani police officers for ‘restraint, composure’ amid assault by Dutch national

The National Police Service (NPS) has condemned the harassment
of police officers after a foreign national suspect verbally assaulted a cop in
Diani, Kwale County.
According to NPS Spokesperson Muchiri Nyaga, the incident
occurred on October 28, 2025, when the suspect identified as Elwin Ter Horst directed
abusive words at an officer at Diani Police Station.
In a now viral video, Horst was seen shouting at officers,
hurling insults and spitting on a male police officer in the station. He was
charged with assault, malicious damage of property, creating disturbance and
possession of drugs.
In a strongly worded statement, Nyaga described the conduct as
“crass, despicable, and utterly unacceptable behaviour,” adding that such
behaviour undermines the integrity and dignity of law enforcement service.
“Any attack — whether verbal, physical, or otherwise — against
a police officer constitutes an affront to the rule of law and undermines the
integrity and dignity of the National Police Service,” said Nyaga.
He further commended the officers involved for their “restraint
and professionalism” despite the provocation, noting that their conduct
reflects the “high level of discipline and maturity” expected of officers.
Nyaga also linked the officers’ conduct to ongoing reforms
that emphasize professionalism, accountability and respect for human rights.
“These reforms are anchored on comprehensive training, the
adoption of modern policing tools, improved welfare and infrastructure, and a
strong focus on community engagement and gender responsiveness,” said the NPS
Spokesperson.
“NPS reiterates its unwavering commitment to upholding the
rule of law, ensuring public safety, and respecting the rights of all citizens,
residents, and visitors.”
