Junet Mohamed: Parliament to increase devolution funds to Ksh.450B

National Assembly Minority Leader and Suna East MP Junet Mohamed, has said that the National Assembly is aiming to increase devolution funds to Ksh.450 billion, following a push by the late Raila Odinga and as part of the implementation of the "10-point agenda".

The "10-point agenda", a political agreement signed by President William Ruto and the late Mr. Odinga, was inked on March 7, 2025, to address socio-economic and political challenges in Kenya. 

Speaking in Mombasa during ODM's 20th anniversary celebrations, Junet said that in the last budget, the amount was increased from Ksh.385 billion shillings to Ksh.415 billion shillings through negotiations in parliament.

It is however important to note that the devolution budget for fiscal year 2025/26 stands at Ksh.405.1 as confirmed by Treasury Cabinet Secretary John Mbadi.

According to him, the move was a sign of implementing Raila's demands on strengthening devolution and transferring more resources to the grassroots.

Furthermore, he stressed that other issues, including respecting the constitution and the law, have begun to be implemented, with 50 percent of the agreement between the ODM party and UDA already completed.

"Since that thing was signed I have not seen anything that has happened contrary to the constitution, I have not seen any abduction, so that is why we want to adhere to that and implement constitutionalism," he noted.

The signed agenda was inked to streamline a myriad of national matters among them implementing the National Dialogue Committee (NADCO) report, promoting inclusivity and strengthening devolution, and combating corruption and national debt.

The agreement was made possible by the broad-based partnership deal that ODM has vowed to honor, as Mr. Odinga believed it would help Kenya achieve its transformation agenda.
