Mitei, who has been serving as the acting TSC CEO, will compete for the top position alongside four other candidates drawn from different counties.
Other shortlisted candidates are Cheptumo Ayabei from Baringo County, Evaleen Jesang Mitei from Uasin Gishu, Robert Odette from Migori County, Lawrence Ngai Kaburu from Tharaka Nithi and Farah Abdi Saman from Mandera County.
The commission announced that the five were selected from a pool of 124 applicants who expressed interest in the position.
The candidates are expected to appear before the selection panel on Monday, November 16, 2026, at the commission's headquarters in Upperhill, Nairobi.
TSC has also invited members of the public to submit credible information concerning the shortlisted candidates through sworn affidavits addressed to the commission chairperson.
The submissions must reach the commission by November 13, 2026.
The shortlist follows a fresh recruitment exercise launched on September 29, 2026, after the High Court nullified an earlier recruitment process over procedural irregularities.
In a ruling delivered on September 17, 2026, the court found that the initial advertisement gave applicants only 13 days to submit their applications, contrary to the maximum 14 days required under TSC’s human resource guidelines.
The court also faulted the commission for failing to disclose the proposed remuneration for the position, ordering a fresh recruitment process.
The CEO position fell vacant following the retirement of Nancy Macharia on June 30, 2025, who had served a 10-year tenure.
