Environment, Climate Change and Forestry Cabinet Secretary Dr Deborah Barasa has held talks with United Nations Secretary-General António Guterres on the sidelines of the COP30 climate summit in Belém, Brazil, in one of the meeting’s most closely watched engagements.

The discussion came as negotiations entered a decisive stage, with Africa pushing for stronger recognition of its priorities. Dr. Barasa, who serves as Co-Facilitator for Climate Finance negotiations at COP30, underscored the continent’s urgent needs on climate finance, adaptation, and loss and damage.

She briefed the Secretary-General on the severe climate impacts facing African countries and stressed that progress on these issues is essential for the region’s survival and development—not optional aspirations.

Dr. Barasa also acknowledged the confidence plaaced in her through her leadership role in the climate finance negotiations.

The meeting reflects Africa’s growing influence at global climate forums and its coordinated push to shape outcomes at COP30. As the summit heads into its final phase, discussions such as these are expected to play a key role in determining the direction of global climate finance and climate justice.
