6 medical staff arraigned over conspiracy to defraud SHA Ksh.2 million

Six medical staff and a private health facility in Mtwapa, Kilifi County, have been arraigned in court over conspiracy to defraud the Social Health Authority (SHA) of over Ksh.2 million through falsified medical claims.

The accused are Patrick Kimuyu Kanya, Faith Chepkirui Bil, Steven Okinyi Ojwang, Justine Baraka, Pauline Wanjiru, Naida Mbevu, and Jambo Jipya Medical Clinic.

They face multiple counts ranging from conspiracy to commit a felony, forgery, and uttering false documents.

According to the charge sheet, between November 1, 2024, and June 30, 2025, the accused allegedly conspired to alter and falsify medical information, leading to fraudulent claims worth Ksh.2,032,680 being paid out by SHA.

In one instance, Patrick Kanya and Faith Chepkirui are accused of making SHA pay Ksh.30,000 after falsely claiming that a patient, Mary Njeri Njoroge, had undergone a cesarean section at the facility, while in reality, she delivered normally.

Other accused persons are linked to forged clinical notes and inpatient records for patients identified as A.C and L.M.

Prosecutors allege that these forged documents were knowingly submitted to the SHA CEO as genuine medical records to facilitate payments.

For instance, Steven Ojwang and Justine Baraka are separately accused of forging clinical notes for A.C and L.M, while Pauline Wanjiru allegedly falsified a cardex in the inpatient file for one of the patients.

Naida Mbevu is accused of uttering forged claim forms for both patients to the SHA.
